I picked this card up while visiting family in Mount Horeb Wisconsin.  The area is very Norwegian and generally Scandinavian-influenced, including the town being a "Troll Capital in the US."

Ukraine by way of Turkey

Let's play where is this card from?  If you can check it, it shows that the language on the monument pedestal is in Cyrlic.  So, with that knowledge, let's guess Russia?  Belarus?  Ukraine?  Some other former Soviet Republic?

Nope.  This card came to me via Istanbul, Turkey.  The sender is a Ukrainian-born young women living in Istanbul.  

The photo is of her birthplace in Dnipropetrovsk, Ukraine.  The monument is to O.M. Poul, the first honoary citizen of Dnipropetrovsk.
